Recently, the Ministry of Transport, the Ministry of Agriculture, the Ministry of Public Security, and the State Administration of Work Safety jointly issued the “Notice on Pesticide Transport” which clearly stipulates that minor and low toxicity pesticides are not classified as dangerous goods, which shall be managed as common goods; middle-toxic pesticides, with the container capacity within 5kg or 5L, and the weight of single item not more than 30kg, shall be managed as common goods; highly toxic and severely toxic pesticides shall be controlled as dangerous goods. It is estimated that over 90% pesticides will be transported and managed as common goods as per the above provisions. Thus, the problem of pesticide transportation having bothered pesticide manufacturers for many years was finally resolved.
At present, there are over 23,000 products in more than 600 varieties of pesticides having legally registered in our country. According to the pesticide toxicity grading criteria stipulated in the national standard “The Toxicology Experiment Methods for Pesticide Registration”, among the 23,000 pesticides products having legally registered, severely toxic products accounted for 0.07%, highly toxic products accounted for 3.6%, moderately toxic products accounted for 23.1 %, low toxicity products accounted for 67.2%, slightly toxic products accounted for 6.1%, in which severely and highly toxic products accounted for less than 5%. Coupled with the internationally accepted practice of the exemption for the transport of dangerous chemical goods as well as the increasingly standardized packaging requirements, a majority of pesticide products have been excluded from the management scope of dangerous chemicals. According to the existing rules of “Dangerous Chemicals Management Regulations” and the “List of Dangerous Goods”, pesticides are generally classified as hazardous chemicals for transport management, which has led to the elevated threshold of transportation, more complicated handling procedures, and more difficulties in law enforcement. This has not only caused a substantial increase in business costs, but also delayed the farming season and increased the burden on farmers. In many areas, pesticides are cornered into the embarrassment that no transport vehicle can be found, no one dares to transport, and illegal transport prevails. The pesticide industry reacted very strongly to such situations.
The unveiling of the new policy of pesticide transport management is a major event in the pesticide industry. It embodies the attention and support for the three-agriculture work from the State Council and relevant ministries and committees, as well as the concepts of governing for the people and implementing scientific development views. The Association of Pesticides Development and Application of China has given full play to its role of being the bridge and link between the industry and the government, collecting and reflecting the voices of the industry in time, and repeatedly liaising and communicating among related ministries and committees. It has not only contributed to solving the problems, but also provided a wealth of information and data for the introduction of the policy.
The introduction of the policy has ensured smooth and timely transport of pesticides, which can not only help farmers to apply pesticides in time and increate agricultural output and income, but also reduce the burden on pesticide production and operation units. According to preliminary estimates, it can save transportation costs for the enterprises by more than 2 billion yuan annually.
